With the objective of ensuring an annual income of ₹1 lakh for every woman member of Self Help Groups (SHGs), the Government of Assam has launched the Mukhyamantri Mahila Udyamita Abhiyan. Under this programme, women SHG members are encouraged to become rural micro-entrepreneurs, popularly known as Lakhpati Baideos.

The scheme is also referred to as the Assam Lakhpati Baideo Scheme, Assam Chief Minister Mahila Udyamita Abhiyan Yojana, or Assam Lakhpati Baideo Achoni. Its implementation will be carried out by the Assam State Rural Livelihoods Mission (ASRLM) in coordination with the Panchayat and Rural Development Department.

As per official information, around 40 lakh beneficiaries (precisely 39,42,663) are expected to receive benefits under the Assam Mukhyamantri Mahila Udyamita Abhiyan (MMUA). Under the scheme, each beneficiary will receive financial assistance amounting to ₹85,000 to support her entrepreneurial journey.

In the first year, beneficiary women will be provided with a seed capital of ₹10,000 through Direct Benefit Transfer (DBT) to give initial momentum to their enterprise. This seed funding is intended to help beneficiaries start businesses based on the 145 business plans prepared by the government.

In the second year, the government will conduct a detailed assessment of the utilization of funds released in the first year. Upon receiving satisfactory feedback, the beneficiary will be sanctioned a loan of ₹25,000. Of this amount, 50 per cent (₹12,500) will be provided as a government subsidy, while the remaining 50 per cent will be a bank loan. The beneficiary will be required to repay only the bank loan component of ₹12,500, as the subsidy portion is a non-refundable grant.

In the third year, women beneficiaries who have productively utilized the ₹10,000 seed capital in the first year and the ₹25,000 assistance in the second year will be eligible for additional financial support of ₹50,000. This grant will be released only after the beneficiary repays the bank loan within the stipulated time frame.

Applications under the Mukhyamantri Mahila Udyamita Abhiyan are to be submitted offline. Application forms can be collected from the respective Panchayat offices or district-wise collection centres. Following the announcement of the scheme, women SHG members showed significant enthusiasm, with about 25 lakh women registering in Phase I, as per the latest reports.

As per the eligibility criteria, women with up to three children from General and OBC categories, and up to four children from SC, ST, Moran and tea tribe communities, are eligible to apply. Applicants must also submit a Sankalp Patra declaring their commitment to limiting the number of children in the future. Additionally, enrolment of the girl child, wherever applicable, in a school is mandatory.

In the Assam Budget 2025–26, the state government has allocated ₹3,038 crore for the effective implementation of the Mukhyamantri Mahila Udyamita Abhiyan Scheme.
