The Partners for Multilateralism (P4M) is described as a non-superpower coalition of middle powers, regional organisations and developing countries seeking to bridge geopolitical divides, uphold international law and promote reforms in global multilateral institutions. It emerged amid concerns over weakening global consensus, trade weaponisation and conflicts in Europe and West Asia.
The grouping was conceived around Canadian Prime Minister Mark Carney’s “Carney Doctrine” on middle-power solidarity, presented at Davos. The founding initiators are the European Union, Brazil, Canada and Kenya, with India, Australia and Barbados among the initial co-sponsors and attendees.
