The Ministry of Home Affairs (MHA) has decided to replace the Free Movement Regime (FMR) with a new pass-based system for residents living within 10 km on either side of the India–Myanmar border. The move aims to regulate and manage cross-border movement more systematically.
The decision has faced opposition from the governments of Nagaland and Mizoram, along with political parties and civil society groups. Arunachal Pradesh, Manipur, Nagaland and Mizoram share a combined 1,643-km unfenced border with Myanmar.
