- Definition of Literacy:
As per ULLAS (Understanding Lifelong Learning for All in Society) and NILP (New India Literacy Programme), literacy is not limited to the basic ability to read and write. It includes:
Reading, writing, and arithmetic (foundational skills)

Critical life skills
- Full Literacy:
Defined as achieving a 95% literacy rate in a State or Union Territory.
- Literacy Certification Criteria (Under NILP):
