Section 91 of the Government of India Act, 1935, along with the 1936 Order, classified tribal and hill regions of undivided Assam into Excluded and Partially Excluded Areas. The classification reflected differences in their administrative conditions and level of integration with the provincial government.
Excluded Areas remained outside the authority of the provincial legislature and ministry. Their administration was placed under the Governor of Assam, exercising discretionary powers. These included Lushai Hills, Naga Hills, North Cachar Hills Sub-Division and the Sadiya, Balipara and Lakhimpur Frontier Tracts.
