The United States has proposed an International Stabilization Force (ISF) under its 2025 Gaza peace plan. The ISF would act as a multinational security force to maintain order in post-war Gaza under U.S. oversight through a “Board of Peace” chaired by the U.S. President.
Its mandate includes demilitarizing Gaza, preventing the return of armed militias, enabling a transitional Palestinian governance framework, and facilitating the phased withdrawal of Israeli forces from “terror-free” areas.
