Aim:
to incentivize voluntary scrappage of old and unfit vehicles
In pursuance of the “Vehicle Scrappage Policy of Assam, 2022” and
in exercise of the power’s conferred on the State Government by Section 3 of the Assam
Motor Vehicle Taxation Act 1936 and Section 65(2)(h) of the Motor Vehicle Act 1988
As per the Scheme, on voluntary offer of a vehicle to a Registered Vehicle Scrapping
Facility (RVSF) for scrapping, 75% of the total outstanding arrear dues/liabilities (MV tax, fitness fine etc.) against the vehicle shall be waived off.
Scheme effective for a period of 1 (one) year w.e.f. 15th January 2023
A Registered Vehicle Scrapping Facility (RVSF) is an authorized facility where end-of-life vehicles (ELVs) are dismantled, processed, and scrapped in an environmentally responsible manner. In India, these facilities are part of the Vehicle Scrappage Policy, introduced in 2021, which aims to phase out old, polluting vehicles and promote sustainable vehicle recycling.
Key Aspects of Registered Vehicle Scrapping Facilities:
Authorization and Compliance:
- RVSFs must be registered with the Ministry of Road Transport and Highways (MoRTH) or respective state governments.
- They need to follow strict environmental and safety guidelines to ensure responsible dismantling and recycling processes.
Environmental and Safety Standards:
- Facilities are required to handle hazardous waste responsibly, preventing environmental pollution.
- RVSFs are equipped with machinery and technology to safely dismantle vehicle parts, including batteries, oils, and other materials that could harm the environment.
Vehicle De-registration Process:
- Once a vehicle is scrapped, the RVSF issues a Certificate of Deposit (CoD) to the owner, which allows for the official de-registration of the vehicle.
- This de-registration is necessary to remove the vehicle from active records and is required for the vehicle’s final disposal.
Incentives for Vehicle Owners:
- Scrapping old vehicles at an RVSF provides owners with financial incentives, including discounts on the purchase of new vehicles, tax rebates, and waivers on certain registration fees.
- These incentives aim to encourage vehicle owners to replace old, high-emission vehicles with newer, more fuel-efficient models.

- Economic: The facility supports the economy by supplying raw materials for manufacturing and other industries through the recycling of metals and parts.
