Assam government has suspended five Assam Civil Service (ACS) officers for failing to comply with the Chief Electoral Officer’s directives to join new posts ahead of the bye-elections to five Assembly constituencies.
They have been suspended under Rule 6(1) of the Assam Services (Discipline & Appeal) Rules, 1964, effective immediately.
some key ethical implications:
Resource Wastage: Delay in joining a post may waste public resources due to prolonged vacancy and reliance on temporary solutions, affecting the efficiency of the department. Moreover, new appointees often undergo costly training, and delay in joining diminishes the return on this investment.
Equity and Fairness: Civil servants who delay joining may create an imbalance, as others may be assigned additional responsibilities or face undue pressure to compensate for the absence. This creates a situation of inequity, as it places an unfair burden on those who are punctual and committed
Impact on Morale and Team Dynamics: Other employees who are fulfilling their duties diligently may feel demoralized when they see their colleagues neglecting their responsibilities. This can lead to a culture where laxity is normalized, affecting the overall morale and productivity within the department.
