A resident is defined as any person living in a locality for six months or more, or intending to stay for the next six months at the time of survey.

The National Population Register (NPR) is a register of all residents of India, compiled at village, sub-district, district, state, and national levels under the Citizenship Act, 1955 and the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003. Its aim is to create a comprehensive database containing demographic details of residents, supervised by the Registrar General and ex-Officio Census Commissioner of India.

While the Census primarily collects demographic, social, and economic data, the NPR focuses on establishing identity and residence. Detailed inquiries from the NPR feed into the National Register of Citizens (NRC), which distinguishes citizens from non-citizens
