Kerala is set to become the first Indian state to introduce a mandatory computer-based Hazard Perception Test (HPT) for driving licence applicants from December 2026. The test uses simulated traffic situations to assess applicants’ ability to recognise potential road hazards.
Although provision for such an assessment already exists under the Central Motor Vehicles Rules, the initiative aims to extend driving tests beyond traffic-rule knowledge and vehicle handling to include hazard anticipation, recognition and safer decision-making.
