In India’s environmental regulatory system, industries are categorized into Red, Orange, Green, and White categories based on their pollution potential.
Recently, the Central Pollution Control Board (CPCB) has carved a new category of industries called the ‘blue category’ industries based on the Essential Environmental Services (EES) for managing the pollution due to anthropogenic activities.
While the addition of important services in waste management such as composting, biogas, material recovery facilities and sewage treatment plants is a welcome move, the inclusion of waste-to-energy (WTE) incineration which is the process of burning unsegregated municipal solid waste (MSW) to produce dirty electricity is a huge retrograde step.
With this new categorisation, the CPCB will give an additional two years validity for consent to operate a.k.a consent to pollute.
Blue Category Industries – Overview
- Pollution Load: Between Green and White category—very low to negligible pollution potential.
- Purpose: Meant to streamline and simplify permissions and monitoring for very low-polluting units.
Typical Industries Under the Blue Category (Examples from UPPCB):
- Handicrafts and artisan units
- Small-scale assembling industries
- Readymade garment manufacturing (non-dyeing units)
- Stationery manufacturing
- IT hardware assembling units
- Toy and board game manufacturing
- Paper cup/plate making (without pulping)
- Electronic repair units
- Computer data processing and call centers
- Packaging of dry food items
Regulatory Features:
- Simplified Consent Mechanism (often “Consent to Establish” and “Consent to Operate” merged or waived)
- Self-certification models may apply
- Minimal inspection required
Other CPCB’s Official Categories:
- Red – High pollution potential (e.g., thermal power plants, chemical manufacturing)
- Orange – Medium pollution (e.g., food processing, textile without dyeing)
- Green – Low pollution (e.g., bakery units without coal)
- White – Practically non-polluting (e.g., solar power generation, chalk making)
