Labour / Governance / Plantation Sector

The former Plantations Labour Act, 1951 — now subsumed under the Occupational Safety, Health and Working Conditions (OSHWC) Code — places a clear statutory duty on plantation managements to provide housing and essential amenities to workers.

This obligation does not disappear simply because a State government distributes land pattas to workers. Unless the central law is amended, estate managements will continue to be legally responsible for worker housing even after land transfer.

APSC relevance: labour laws, plantation sector regulation, Centre–State legal interplay.
