The Kigali Amendment, adopted in 2016, is a legally binding amendment to the 1987 Montreal Protocol on Substances that Deplete the Ozone Layer. It mandates the gradual phase-down of hydrofluorocarbons (HFCs), potent greenhouse gases widely used in air conditioning and refrigeration, to help combat global warming.
The amendment is implemented under the UN Environment Programme (UNEP) Ozone Secretariat, with financial and technical support from the Multilateral Fund for the Implementation of the Montreal Protocol. It complements ozone protection efforts with climate change mitigation.
