Starting July 1, a new regulation in Russia will prohibit the storage and processing of Russian citizens’ personal data abroad, as per recent amendments to the Law “On Personal Data”.

The law mandates that the entire data processing cycle—including collection, storage, updating, modification, and deletion—must be exclusively conducted within Russia’s borders.

Operators are barred from interacting with any foreign-based databases at any stage of data processing.

The rule applies not only to primary data handlers but also to third-party service providers, including platforms offering:

Data analytics tools (e.g., Google Analytics)

HR management systems

Customer relationship management (CRM) platforms
