Background

The Protected Area Regime (PAR) is being reinstated in Mizoram.

Protected Area Permits (PAPs) and Restricted Area Permits (RAPs) will now be verified at a checkpoint inside Lengpui Airport.

The Foreigners (Protected Areas) Order, 1958 governs the entry of foreign nationals into certain areas for security reasons.

History of Relaxation

PAR was relaxed in 2010 for a year in Mizoram, Nagaland, and Manipur (bordering Myanmar).

This relaxation was extended for five years and continued with further extensions, the latest being in December 2022, which was set to last till December 2027.

However, in December 2024, the Ministry of Home Affairs (MHA) revoked this relaxation, reinstating the PAP requirement.

Reasons for Reimposition

Security Concerns: Movement of individuals from neighboring countries raised national security threats.

Illegal Cross-border Movements: Prevention of unauthorized entry into and out of India.

Monitoring of Foreign Nationals: The decision aims to track and regulate foreign visitors.

Reports indicate that foreign nationals posing as tourists may have used Mizoram as a transit route to Myanmar.
