The National Green Tribunal imposed a ban on rat-hole mining in 2014, reaffirming it in 2015, citing the practice as unscientific and hazardous to workers. To oversee compliance, the Meghalaya High Court appointed a committee under Justice (Retd.) BP Katakey, tasked with suggesting measures in line with the directives of the Supreme Court and NGT. The committee has observed that despite the prohibition, illegal mining operations persist, with significant quantities of coal continuing to reach markets without hindrance. This highlights the challenges of enforcement and governance in addressing environmental and safety concerns linked to coal mining in the state.
