About the Operation:
‘Operation Deep Manifest’ is a targeted enforcement initiative launched by the Directorate of Revenue Intelligence (DRI) under the Central Board of Indirect Taxes and Customs (CBIC), Ministry of Finance.
Objective:
To identify and seize illegally imported Pakistani-origin goods that are routed through third countries, primarily via Dubai, UAE, to circumvent India’s import restrictions.
Recent Development:
DRI seized 39 containers carrying 1,115 metric tonnes of goods worth around ₹9 crore, all of Pakistan-origin.
These goods were detected as violating India’s import policy and were intercepted at various ports.
Context and Background:
India had banned the import of Pakistani goods, including those routed indirectly through third countries, after the Pahalgam terror attacks.
Earlier, such imports were subjected to a 200% customs duty as a punitive economic measure.
The ban aims to curb trade-based financial support to cross-border terrorism and to ensure adherence to national security priorities.
Nature of Violation:
The operation uncovered deliberate misdeclaration and misrouting of goods to evade detection and bypass the import ban.
Such imports are a blatant violation of the Foreign Trade Policy and may also attract penal provisions under the Customs Act, 1962.
